I have a new iPad+4G (Verizon edition).  If I go to settings and turn on 
cellular data, but don't subscribe to a plan, I still get the "3G" indicator 
and cell tower strength indicator in the upper left corner for the cell data 
being turned on even without a data plan being activated.  Of course, I don' 
have actual data service and it keeps prompting me to sign up for a plan.

However, according to the Verizon website, my area is strongly in their 
standard Verizon 4G LTE coverage area.  So I would expect that the display 
should show 4G and the LTE indicator.  But maybe it does not actually try LTE 
unless the data plan is activated as the 3G coverage is sufficient for it to 
make the connection to sign up for the plan.

I don't normally have a data plan on the iPad to avoid the cost on an ongoing 
basis.  But I want the capability so that if I have an emergency need I can 
activate it at the time of need.  For example, I am out and about and have a 
server emergency that cannot wait for me to drive home.   Since I work from 
home most of the time and am in WiFi range, and also have an iPhone (ATT) for 
normal outside the house use, and have some WiFi places around town I can 
access as needed, there is no need for me to normally pay for the data plan 
since it gets little use.  After one year of paying for data on my AT&T 
original iPad, I got smart and turned it off as well except for the emergency 
case.

However, if the Verizon LTE is not really working in my area, I would rather go 
get an iPad SIM card from AT&T [1] and use that as they have their quite fast 
pseudo-4G HSPA+ or whatever it is called service in my area and I'd rather use 
that than slow Verizon 3G.  Hence, my question, on whether the new iPad cell 
service display is accurate when the data plan is not activated.

[1]  Yes, it seems you can use a Verizon new iPad on AT&T but only on their 3G 
(non LTE) service when using an AT&T SIM card instead of the Verizon one in the 
iPad.   The AT&T pseudo 4G service works really well in my area much of the 
time.
