I don't think you can tell anything by the fact it shows 3G when not activated. If your use of the wireless is really going to be only for emergencies you can simply turn it on for one month when you have an emergency and even if you don't get LTE you still have enough speed to do the maintenance that you need to do for your emergency and have some Wireless access for that one month.
