Google Voice can only record incoming calls. I've only had to record an outgoing call once, and I did so using Gizmo5, but that's been bought and shut down by Google. I'd think you'd be able to work something out using Google Voice by calling from Gmail and piping the sound through Soundflower to any recorder like Audacity. Actually, it might be even easier to just use Piezo [1].
