Yes it unfortunate.  I confirmed this theory today with a very accomplished 
security expert friend (high level federal clearance).  He said he has not seen 
the issue himself because he tends not to use iCloud services.  But he said it 
makes a lot of sense.  

It actually is encouraging to me because it seems that Apple is working very 
hard on security infrastructure that preserves the integrity of the platform in 
a very insecure iWorld that we live in.
