You can "opt-out", but the header will still be added. Verizon says it's not a big deal because it resets frequently (reports have indicated it lasts around nine days). You can check if your provider is tracking you with: http://lessonslearned.org/sniff The header isn't (can't be) added to HTTPS connections, nor can they interfer with transfers over VPN.
