Jeff: Had a similar problem due to a rogue app. In my case, it was the Nokia/Withings Health Mate app. I deleted the app and reinstalled it from the App Store and the problem disappeared. Look for an app that is constantly pinging the network as your culprit. Interesting! Now the follow up question is who do I determine which apps are pinging the network? Thanks!
