UPDATE: The problem occurs for me only if I plug the iPad into a computer's USB port. If I plug the iPad into the little white square Apple charger, it does charge normally. Apparently it needs more than 500ma of juice to charge. Before iOS 11, if it couldn’t get enough charging current, it wouldn’t indicate that it’s charging. Someone at Apple undid this and introduced a nice bug.
