Yes, the navigation and toolsbars should go away. I've tried it myself
and it doesn't appear to work.

The 2 meta tags are:

        <meta name="apple-mobile-web-app-capable" content="yes" />
        <meta name="apple-mobile-web-app-status-bar-style" content="black-
translucent" />

this is in the 2008-09-09 Chapter 7, Configuring Web Applications
spec.
