I just uploaded a simple HTML file to my server with the meta lines in the <head> section. It worked fine for me, but only after I added the page to my home screen and then launched it from that icon.
<meta name="apple-mobile-web-app-capable" content="yes" /> This is the only tag needed to make the navigation and toolbars go away. <meta name="apple-mobile-web-app-status-bar-style" content="black- translucent" /> The second tag makes the page move up under the status bar where it shows your carrier, time, and battery life.
