Sajid, I think you are mostly right. By information I am reading (and not by experience) I see that native apps can be developed on PC hardware running Mac OS Leopard, and some discussions even talk about developing native apps on a Windows system - but those are more rare, and seem more complicated.
But to submit the application to the app store, yes, an actual mac is needed according to all sources I have viewed. Personally, I am probably going to attempt web development first (maybe ad supported) and only later move on to native apps.
