You need a valid developer id from apple, too. As far as i remember  
its about 500$ per year and in addition an american tax number - but  
thats only what i heard, cant verify it riggt now.

Off-topic: why develope an app? Most of the stuff you can do with a  
web app too without the install and without apples appstore policy...
