I haven't done any work on addressing the issue of a stationary toolbar 
and a scrollable list that slides 'under' that toolbar.  I'm certain it 
can be done with the right combination of web and native technology, but 
I know it is either difficult or impossible to do (properly) with pure 
web technology.

However, I have developed native iPhone apps using iUI that disable 
scrolling "ontouchmove" -- however this was in the simple case of an app 
that fit all it's content on the screen and there was no need to scroll 
down.
