You can't see your footer because is the <ul> that have the attribute "selected=true" and only this one will be show in the page. When I told you "be consistent" I meant exactly this, if you use an <ul> as structure of your homepage you need to insert the footer in this structure, otherwise you need to include everything in a wrapper <div> (with the attribute "selected=true").
