Stan and I communicated on this a little and the iUI 0.40 extension that he made was very similar to the GA one and should work well on iUI 0.40-based sites. I highly recommend iUI 0.40-dev2 over iUI 0.31 for anyone creating a mobile site. If PercentMobile or anyone else wants to support an iUI 0.40 extension we will happily include it in the extensions library.
