You could try to use MobiOne. It comes with a Design Center to create iphone
website by drag'n'dropping UI elements into a view and export it into HTML,
but the most interesting for you is that it comes also with an iPhone
emulator (to test the views you create in DC).
This is the most advanced iPhone emulator i know for Windows.

But note that it's based on webkit, just like Chrome or others so it doesn't
support transform-style: preserve-3d;
Only Safari does. Others will switch to flat (for now).
