Could you check this first: 

Your viewport has ; between entries: 
<meta name="viewport" content="width=device-width; initial-scale=1.0; 
maximum-scale=1.0; user-scalable=0;">

The correct way:
<meta name="viewport" content="width=device-width, initial-scale=1.0, 
maximum-scale=1.0, user-scalable=0">
