My guess would be, that the Broadcom driver leaves the NIC in an
unusable state for out of band access during the Linux panic/stop. If I
recall this correctly, the BMC can recover from this by re-initializing
some parameters of the NIC over I2C. This could be done periodically or
with some magic detection (like the gratitious ARP's not getting out of
the NIC).
