I think this is related to the force encryption/authentication configuration 
for the sol payload and the fact, that ipmitool always sets the 
encrypt/authenticate bits when activating the SOL payload (which IMHO should be 
based on the selected session cipher suite parameter). The BMC most likely 
interprets the 'Force Encryption : false' as 'Force unencrypted'. Set Force 
Encryption and Force Authentication to true and try again.
