yes, it's a policy. And I'm wondering what exactly is wrong about it?
And to answer your questions whether we need trackers for such
changes, the answer is yes. The fact is it's an issue, it has to be
tracked, and no matter where it is or how trivial fix(change) is, it
can be cause for other issues as well.
