I like this better.

if leftmost bit is set in flowlabel then it can be used for diffsv and
alex strategy or port numbers or whatever you want for layer 4
switch/diff/etc...

if leftmost bit is not set then client sets it and is used as itojuns
api suggests and jochen.  and the orginal intention in SIP and IPv6.

fred baker proposed this sometime ago when thoughts generated using it
for mpls.
