No, I do not assume at all that one would "always" spoof.

classification/policing to only help the customer, or that it does it
for free.
The classification/policing and the rest of QoS, helps also the
provider, it helps maximizing the usage of the provider network, while
optimizing the service that the customers perceive/receive. The customer
is paying usually one bill, that includes everything, the costs for
higher QoS, lower QoS, or non-QoS at all(best effort).
