I'd have to have more background to be sure I understand what's being discussed. But the bidding down argument is familiar from other contexts - for instance, security negotiation in SMTP, security negotation by failing over from an SSL port to another port that doesn't use authentication, indicating security by using an "s" suffix on a URL type. From the results of those discussions, I'm highly doubtful that allocating an address bit fixes the problem.
