Yeah ... after rereading my original draft list of
requirements, it seems to me that the goals of requirements
7 and 8 are, in fact, the same as requirement 9 (see
below).  We don't care about new protocol design and
implementation, per se, what we're really interested
in is minimal time to deployment.  If that seems
correct, I'll delete 7 and 8 from my draft list...
