One thing that would be interesting would be to have some simulations
on how RO (& how lack of RO) would effect the Internet.  A better
case could be made for RO if simulations would point to a more
stable Internet if RO is mandated.  As Charlie pointed out,
this may be analagous to congestion control in TCP.
