The great advantage of *not* making them globally pseudo-unique is that it makes it impossible for ISPs to do this. Again, they are local and mustn't ever leak; then the whole problem goes away. We didn't have a problem until somebody started talking about exporting local addresses. If we stop talking about it, no more problem.
