I don't think anyone has made such a broad claim.

The random interface ID mechanism addresses the specific privacy
concerns raised by using IIDs derived from IEEE-802 or EUI-64
addresses (or other factory-assigned serial numbers), such as those
concerns mentioned in Joe's message:
