If it isn't configured you get globals only.
Misconfigurations are undefined.
A raw scoped address without scope is meaningless unless
the host is single homed (LL) or single site (SL). Hopefully
the kernel will reject messages sent to ambigous address
(sin6_scope_id == 0). The kernel is in the position to
determine whether the node is single homed or single sited.
