I agree with this conclusion. But I think that site-locals comes with a lot more problems than that. I think it will drag us into the "RFC1918 swamp" of problems we have today with NAT and PT problems for new protocols and applications.
- Address lookup is significantly more complex in the presence of site-local than if only global-scoped addresses are used
