Note that we will need at least one more RFC anyway, because we really 
have to try to nail this down with solid reasoning -- else, no matter what 
it says in the addrarch -- this thread keeps popping up again and again.
(I think this "reasoning draft" was already in progress -- good.) 

But as the addrarch is an RFC which will be frequently cited and read, 
it's good to have a statement there.
