I agree with this, there is nothing about the protocol itself that
requires (or demands) that its usage be limited.

yes, exactly - after all, it isn't as if there are any great secrets
being revealed here in any case. Anyone can filter anything that they
need to filter from entering or leaving their network - that may decrease
the usefulness of their net, there's always that tradeoff. We don't
need instructions to tell people that there's something specially dangerous
here that requires special filtering - there isn't.
