Implementing is a no brainer for hosts, PDAs, routers etc.
We could get this done with a patches for now and updated releases in 6
months from historical code changes I have seen done across the board
for IPV6 since 1995.  Users can begin to use them though that breaks the
hinden req to hear RAs with new option.  But they will use them.  SLs
are not going to be used in any form.
