I'd like to second that. Fred's document if
nothing else shows how close we aren't to meeting
the operational goal of renumbering without
significant blood-letting. Also: Fred's document
is aimed at a solution for somebody with enough
leverage to join the providers BGP cabal. While
that's a start, it doesn't explore this problem
nearly enough, IMO, especially for BGP have-nots.
