I agree with your complaint.
Paywalled standards are anti-democratic, and was subject to the IEEE/IETF
open-stand.org effort... (abandoned without comment)

I doubt the authors understood the problem of the paywall, but rather were
responding to a complaint that algorithm had better be normative.
