Euhm, not technically true. An LIR can ask for a PI assignment (see https://www.ripe.net/publications/docs/ripe-684#IPv6_PI_Assignments_LIR). Not relevant for this document as you and Gert pointed out, just stating this for the archives :) Cheers! Sander
