while it's probably more correct, in terms of organizational layering, for IETF
to specify only the top 8 bits of these addresses and say "let the ASO decide
how to carve it up for the RIRs", i think we can do better, and safely too.  we
ought to be able to paint enough of a picture that even end users can see their
place in the solution just from this RFC alone.
