To stop unnecessary DHCP traffic. Please don't make implementations do DHCP by default even without an M or O bit, as I've said before, multicast traffic uses up inordinate amounts of bandwidth on wifi links and it's even worse if there are no DHCPv6 servers (which is the case in 99.99% of all deployments today) so the requests will be retransmitted.
