So there is NO NEED to propagate any on-link flag is such a network.

I suppose accepting the consequences of not being able to propagate the "on-link flag" is one way to handle the problem. I hope section 2.1 of the ND Implementation Pitfalls draft will be reviewed carefully by everyone participating in the discussions about prefix length determination in DHCP6.
