Hi Vishwas,

Remember that the motivation for this draft is firewalls.

So, if the firewall uses the EH Length field to hop down all unknown
headers, but in doing so it never reaches a known "next header" value,
presumably that firewall should discard the packet.

In other words, unkown upper layer protocols would be reason enough to
block such a packet.
