That is unacceptable; fragments happen, even with TCP.
They rely on port numbers to find the mappings, fragments don't carry port numbers, so fragments get dropped.
Well the graybeards among us screwed up here, the port numbers should have been part of the unfragmentable headers in IPv6. (Not that that would have helped the problem at hand.)
