This was bothering me a bit and I went back to past versions.
The Conclusion section (a terse version of section 4) was removed
in -05 becuase it was redundant, but that section stated

(5) do not shorten one 16 bit 0 field, but always shorten when
      there are two or more consecutive 16 bit 0 fields

which I admit is the more explicit than section4.
