Well, the DHCPv6 standard can be changed to hand out information so ND isn't needed. This is what I had in mind. This would remove the need for the whole RA/ND/RS package completely.

There are already several vendors on their list with full or partial support. Also, some SAVI functions has been around for 5-10 years for some vendors, what they're doing is less to invent new IPv4 functions but to actually make them a standard and document them.
