Scott - yes, in principle I largely agree.
Except that there may exist some minor exceptions: e.g. the identifier
of a multicast group.
For example: the group of all vehicles of one particular manufacturer.
The group of all vehicles in a particular area.
Maybe this is also about being a higher layer protocol.
