The way I read it was: "Neighbor Discovery SHOULD be supported." ... "Some detailed analysis of Neighbor Discovery follows:" ....MUST....MUST...MUST... and so on [i.e., in case you support ND then you MUST support the following features of ND...] Furthermore, I guess that "support" != "use", i.e., it's also ok if my host supports ND, but if I'm not using it for some exceptions that's ok, too.
