the HBH is an issue to itself. expect those packets to be severely rate limited.
There are three such headers that could come before fragmentation. They
are (in order):
HBH
Destination Opts
Routing Header
The DO is to support RH, e.g., where the DO options are examined at each
hop in the RH (it would appear only if RH is present).
All of these options have to be copied for fragmentation; you would need
to copy everything up to the frag header.
Again, RFC 2460 is already clear on this point:
The Unfragmentable Part consists of the IPv6 header plus any
extension headers that must be processed by nodes en route to the
destination, that is, all headers up to and including the Routing
header if present, else the Hop-by-Hop Options header if present,
else no extension headers.
