*** Never heard it, but the event was true enough. It was a barge containing garbage from Philadelphia. Somebody had cooked up a deal to dump it somewhere in the Caribbean until word leaked out and the goivernment of whatever country it was stepped in. Then it was off to somewhere else and so on and so on. I forget where it actually did end up, but near the end it came back to Philadelphia again.
