Perhaps, I'm misreading the "tone" of this e-mail. And if so, my apologies in advance to you Charles...but---this sounds a lot like a DX'er publicly accusing a broadcaster of violating the terms of their license regarding their operations.
I don't see how this kind of discussions benefit the hobby. With Paul Walker in particular, it amounts to "biting the hand that feeds us". Paul has had a hand in arranging over a dozen DX tests in the past couple of years, including some from very rare parts of the country. He's offered to test from his own station in the near future. A lot of West Coast DX'ers would love to put another SC station in their log books. Why should any broadcaster have to "advise" you of anything? And if you were really just asking out of concern, send Paul a private e-mail. If I'm wrong on your intent, please correct me.
