Not to prolong this ready-to-expired thread, but it sounds like that 
incident was probably an over-reaction. According to the EPA:

"Research indicates that there is no immediate health risk to you or 
your family should a bulb break and it’s cleaned up properly."

They should be treated as hazardous waste, though, and not disposed of 
in the normal garbage.
