All "federal government" stations are assigned call signs or "ID's" -- that are 
required to be used.   Even the local FBI uses it's call signs.   The FCC 
offices -- have call signs -- but use a Station "ID" in place of a call sign.   
----   Almost every NOAA station that I have heard --- at some time uses a call 
sign.   The NOAA stations get lots of letters and emails.  --- As for the State 
owned TIS stations -- the General Services Div -- likes to place a TIS station 
-- out in the field -- to test the coverage --.   I few stations have been 
moved -- after not meeting a needed coverage area.  Most TIS stations have a 
very low priority  as well as funding -- and once placed in the field --- they 
remain there until the General Services Div - radio service desides if they 
should remain or be moved elsewhere.   In all fairness -- it's not that easy -- 
to just Pick Up and Move -- a low powered TIS -- from one place to another --- 
along side of some "metro area" freeways.   
 Stations need to be constructed -- with concrete and stone, not some Mini 
suitcase metal box and a pole.   Otherwise -- most highway TIS stations would 
be stolen -- as fast as thry could be constructed.  The funny thing to this -- 
is the fact that the FCC -- now allows commercial radio and TV stations to 
"re-broadcast"  "Ham stations"  and  NOAA weather Radio channels.   But it is 
way over due -- to crack down on the TIS stations --- that are not working.
