Sorry to hear this I guess the copper thieves are everywhere. Being a locksmith, one padlock is tough to cut with bolt cutters are the discus ones, as no shackle is exposed. You either have to pick those or drill them if there is no hard-plate in the cylinder. But the thieves probably would have cut right through the fence then. It is too expensive to hire an armed guard, so maybe tougher fencing or a seies of fences, or razor wire. I have noticed driving around stations in OR and WA through the years, most station tx sites are not protected very well. Maybe armour around the cooper pies exposed too. But it is a real shame this has to be done in today's world. 73,
