John Some nice catches there. I hate to be a party pooper, but the Voice of Russia has Japanese on 720 1200-1400. I've heard it several times, and QSLed it from QCI last year. Power is listed as 1 MW. It's probably a lot less than that but still more likely than the Japanese flea powers.
